PRINCIPLES FOR THE DELEGATION AND ADMINISTRATION OF COUNTRY CODE TOP LEVEL DOMAINS

1. PREAMBLE

In the five years since the issuance of RFC 1591, the Internet has evolved from a tool reserved for computer and networking research, to a global medium for commerce, education, and communication. The new realities of the Internet, including its increased importance as a vehicle for national economic growth, and the expanding and more diverse nature of the Internet community necessitated evolution in the traditional means of managing and administering Internet technical functions.

Head of Kyrgyzpatent does not seek for political asylum

As Ulan Melisbek informed the press service of the State Intellectual Property Service shortly after appearance of information of his being in the territory of the U.S. Embassy.

“After appearing of this message on websites of the Kyrgyz Republic’s news agencies, I started receiving phone calls with questions about whether I intend to ask for political asylum - said the Director of Kyrgyzpatent. - In this connection I would like to make a statement that I do not intend to leave the country and will stay at my place until it will be considered reasonable.”

No Censorship Pledge from Domain Name Controller

The head of the government agency which has taken control of the “kg” country domain name insists the change is to everyone’s advantage.

Reporter Nurlan Abdaliev interviewed Ulan Melisbek, head of the state office for intellectual ownership, Kyrgyzpatent, whose agency now manages the country code for Kyrgyzstan.

Melisbek said the aim behind taking the kg domain away from the AziaInfo company which previously managed it was not to create greater control, but the reverse – to dismantle the monopoly over registering domain names and allow more site owners to do so.

Asiainfo has officially been recognized as monopolist

The national Communication Agency of the Kyrgyz Republic by order of September 9, 2009, Ltd “Asia-Info” was included to the State register of natural and admitted monopolies in the field of communication of the Kyrgyz Republic.

According to the official letter received on September 11, 2009 in Kyrgyzpatent, the activity of “Asia info” Ltd as “the subject admitted monopolies” is subject to regulation by the National Communications Agency of the KR on the service in the field of registration of national domain zone “kg” based on the price method of regulation.
